Background

Emperor Shaddam Corrino IV plays only when the CHOAM contract module is on the table. His passive, Sardaukar Commander, sets both Sardaukar contracts aside at setup — only he may ever acquire them. His Signet Ring, Emperor of the Known Universe, is a decree with a price: no units may be deployed to the Conflict this turn (yours included, effective immediately) — then either gain 1 Solari and recruit a troop, or pay 3 Solari for an Influence step with any faction.

In the 6-player game he is the second Commander: enthroned at the Landsraad, activating Allies, and curating a private Throne Row of Imperium cards only his team may buy.

How you win

Rule by rationing. The reserved Sardaukar contracts are guaranteed military value nobody can race you to — collect them on your schedule. The signet is tempo warfare: decree a no-deploy turn exactly when rivals planned to flood a Conflict, then spend the calm recruiting or buying the Influence step that flips a track.

His points come from everywhere the Imperium touches: contracts completed en route, Emperor-track thresholds, Conflicts won with armies assembled during the ceasefires he himself decreed.

How they play

  • Contracts are your rhythm — take one almost every Landsraad visit; most complete by going where you were headed anyway, and the Sardaukar pair is banked value waiting
  • Decree against the tide — the signet's no-deploy clause hits the table the moment you play it; time it for turns when others needed to deploy and you didn't
  • Choose the decree's payout by phase — early: Solari + troop builds the machine; late: 3 Solari for a precise Influence step steals thresholds and Alliances
  • As 6-player Commander: stock the Throne Row with cards your Allies' plans want, alternate activations so both climb, and remember your Influence mirror always equals your stronger Ally's

Strengths

  • Two contracts nobody else may touch is guaranteed value with zero race pressure — Shaddam alone gets to schedule part of his game in advance.

  • No other ability constrains what opponents may do on your turn. A well-timed decree deletes a rival's planned deployment spike outright.

Weaknesses

    He literally cannot play without CHOAM on the table — and half his passive's value assumes contracts matter to your group's pace of play.

    The no-deploy clause binds you too, immediately — a careless signet on a combat-space turn can strand your own recruits in the garrison.

Tips & tricks

  • Tip

    The decree is strongest when a rival has troops staged and a Conflict worth flooding — count garrisons before you play the ring, and make the ceasefire cost them more than you.

  • Tip

    Pick contracts that overlap your existing route — a Harvest contract while you're already spice-farming, a space contract on a space your engine visits anyway. The Emperor never travels just to run errands.
